Martin Dubbey serves as the Chief of intelligence for 5 Stones in the United Kingdom and Europe. He was a former Head of Drugs Intelligence for both the United Kingdom's Serious Organised Crime Agency (SOCA) and Her Majesty's Revenue and Customs (formerly Customs and Excise). Mr. Dubbey brings a wealth of operational experience in the both the Strategic and Operational intelligence arena. Over the past thirty years he has served in a variety of associated law enforcement and intelligence roles principally in counter narcotics, and intelligence collection. He has a wide range of international expertise and has been influential in the development of blended intelligence-led strategies and operations at the highest level both in the UK and overseas.

Mr Dubbey was a highly regarded member of SOCA and played an influential role in the set-up of its centrally intelligence-led tasking and coordination function. He successfully developed counter-narcotic programmes particularly on cocaine incorporating the use of strategic, operational, forensic and media activity to influence outcomes. During this time there has been a significant reduction in the supply and demand for cocaine in the UK. His expertise has been widely sought for both policy and media submissions. He has been a key member of the UK Drugs Nexus Group and cross-Whitehall action groups on threat areas.

In Europe he was the UK's recognised expert on cocaine and synthetic drugs attending many strategy and policy forums including the EU Commission and EUROPOL. As the Deputy Driver of the COSPOL group for cocaine he was influential in driving forward greater understanding of the principal threats to the European Union. He was also a key contributor to the European Organised Crime Threat Assessment and other strategic threat papers.

Within the United States, Mr Dubbey played a key role in the Inter Agency Assessment of Cocaine Movements for which his unit received a prestigious intelligence award. As a former liaison officer to the U.S. he has significant experience of working with federal, state and local agencies in support of complex Financial investigations and Undercover Money Laundering operations. These contacts have continued worldwide contributing to significant operational success.

With a wealth of former customs experience, Mr Dubbey has designed and implemented programmes for the strategic deployment of border staff to meet key threats. This has incorporated an intelligence understanding of the key transport methodologies and profiles of maritime shipping, sea containers, air courier, fast parcel and vehicle movements in which he has significant expertise. Mr Dubbey has given numerous presentations on the subject to many overseas law enforcement agencies.

Mr. Dubbey worked closely with U.K. and U.S. Agencies in Covert Money Laundering investigations and Global Financial investigations. He holds an MSc in International Criminal Justice (University of Portsmouth) having specialised in Caribbean and Latin American issues. He has also received the US International Narcotics Award of Honour and is a member of the FBI Law Enforcement Executive Development Association.
